Our team is advocating for critical laws and forward-thinking policies that are shaping the future of energy storage and securing a more resilient, reliable, and sustainable energy system for communities nationwide.

ILLINOIS

SEIA led a broad coalition to pass a 3,000 MW procurement for Battery Energy Storage Systems (BESS). This legislation will break open new markets for grid-scale, distributed, and behind-the-meter energy storage while saving Illinois customers an estimated $13 billion over 20 years.

NATIONAL

SEIA’s congressional team kicked into overdrive in 2025 and saved the investment tax credits for BESS, ensuring policy certainty and financial security for most projects.

COLORADO

SEIA secured a major victory with the state’s Public Utility Commission with the adoption of a Virtual Power Plant program and flexible interconnection tariff requirements, which will create major market opportunities for energy storage.

Policy Priorities

With boots on the ground in roughly 15 states and a deep bench of experts advocating for our industry in Congress and at the federal agencies, SEIA is fighting to open markets for energy storage across the country.

Defend and implement federal BESS policies

  • SEIA advocates for reasonable and attainable Foreign Entities of Concern (FEOC) guidance and Treasury Department rules.

  • SEIA is actively fighting to protect federal programs in the Executive Branch that promote storage development.

  • Finally, SEIA is working to preserve the supply and affordability of BESS products as supply chains onshore and decouple themselves from FEOC countries.

Launch and implement state-level programs to financially support energy storage

In states across the country, SEIA is leading legislative and regulatory efforts to ensure that utilities open paid programs for grid-scale and distributed BESS, both front-of and behind-the-meter.

Secure fair access to markets

SEIA fights for fair valuation of energy storage in forward capacity markets (Effective Load Carrying Capacity – “ELCC”) for grid-scale and distributed BESS.

Reduce interconnection costs

  • SEIA advocates for flexible interconnection tariffs so BESS can get on the grid faster and more affordably.

  • SEIA is continuing our steadfast support for surplus interconnection service at regional transmission organizations (RTOs) and independent system operators (ISOs).

SEIA pushes the implementation of affordable distribution retail rates so projects can cost-effectively pull energy from the grid to charge.

  • In conjunction with our state affairs and codes & standards team, SEIA experts are guiding state officials in setting evidence-based standards for siting and fire protection.
